- Brown the beef in a skillet, drain excess fat, and transfer to the crockpot.

- Layer half of the potatoes, then half of the beef mixture, then cheese in the crockpot. Repeat layers.
- Mix cream of mushroom soup, milk, garlic powder, salt, and pepper in a bowl, then pour it over the layered ingredients.
- Cover the crockpot and cook on low for 6-8 hours until potatoes are tender.
