- Preheat your oven to 350°F (177°C) and line an 8-inch square baking pan with parchment paper.
- In a large mixing bowl, beat together the softened unsalted butter and brown sugar until creamy. Add vanilla extract and mix. Stir in flour, baking powder, salt, and oats until crumbly.
- Press more than half of the crumbly mixture into the bottom of the prepared pan. Bake for 12 minutes until lightly golden.
- In a separate bowl, whisk together the sweetened condensed milk, lemon juice, and lemon zest until smooth.
- Pour the lemon filling over the baked crust, then sprinkle the remaining crumble mixture on top.
- Bake again for 22-25 minutes until topping is golden and center is slightly jiggly.
- Let the bars cool completely in the pan, then lift out and cut into pieces.
